Delegate Shott moves to amend the bill on page 23, article 8, line 15, immediately following the word “children” by inserting the following new section:

§16-8A-4. Severance tax on Grower sales.

(a) A severance tax of two percent of the value of all sales is hereby levied and imposed July 1, 2020, upon the sale by growers of medical cannabis to all processers and dispensaries licensed pursuant to this article.   Proceeds shall be distributed as follows:

(1) Fifty percent shall be deposited into the Fund for the Department of Veteran’s Assistance and shall be expended solely for the benefit of the Hershel “Woody” Williams Beckley Nursing Facility; and

(2) Fifty percent shall be allocated to the Department of Health and Human Resources  – Behavioral Health Program Fund to be expended solely for the benefit of the Drug Free Mothers and Babies Program.
